LRTC and the
2004/05 Wild Horse Crisis

Least Resistance Training Concepts (LRTC) is a non-profit educational corporation. According to IRS regulations, political activities cannot be a substantial part of such a non-profit's activities. However we can research and generate factual information that is relevant to our particular area of interest.

Just before Thanksgiving, 2004, Senator Conrad Burns of Montana secretly snuck a provision into the huge Omnibus spending bill that required BLM to sell these excess horses by any means available. Thus thousands of cheap horses would be forced onto the market with no restrictions preventing their purchase for slaughter or rendering. This action was conducted in secret and was part of an effort that included significant amounts of spin and "disinformation." As an education organization formed for the purpose of protecting wild horses and supporting wild horse adopters, LRTC definitely had to become involved.

LRTC has affiliated with the Alliance of Wild Horse Advocates (AOWHA) and the Washington, D.C based Wild Horse Planning Group. We have also been involved in numerous discussions and cooperative activities with the BLM in Washington, D.C.

As an organization, LRTC doesn't try to grab the limelight. Our members can generally be found hard at work somewhere behind the scenes or working with other mainstream wild horse organizations. In fact this web document is the only place where we actually "brag" about our activities, and we have done so in response to the many inquiries from people seeking information as to what it is that we are actually doing.

CRISIS SPECIFIC LRTC ACTIVITIES:

  • Information Technologies

    LRTC volunteers are in charge of managing Internal Communications for the Alliance.

    LRTC volunteers maintain the AOWHA, LRTC and KBR web sites (over 1,500 documents all totaled.)

    LRTC volunteers help distill and disseminate information to participating organizations and Alliance workgroups.

  • Research and Analysis

    LRTC volunteers help gather data, analyze it and write reports that can be used by other groups within the Alliance, and by members of the public.

  • Rumor Control

    LRTC volunteers work with BLM and other agencies to help control unfounded rumors. LRTC's role is to identify verifiable information and post such information in response to rumors that are circulating.

  • Publishing

    LRTC volunteers publish many of the reports and information sheets that are available from the Alliance, KBR and LRTC web sites.

  • Logistic Support

    LRTC volunteers provide logistic support for activities such as the Carson City Emergency Wild Horse Conference.

While LRTC volunteers may be responsible for some specific elements of the wild horse information campaign, most activities are done in collaboration and/or cooperation with other groups affiliated with the Alliance. This is a team effort and as such, most of the time we will give credit to the team (the Alliance) and not seek to draw attention to ourselves. At the same time we strive to maintain and expand our other wild horse and burro adopter support activities.

MORE GENERAL LRTC ACTIVITIES:

LRTC continues to work on a number of projects with BLM, other agencies, and other wild horse organizations that are designed to encourage good quality adoptions for gathered wild horses and burros.

Our education programs range from organizing wild horse presentations for school children to producing a series of wild horse gentling workshops, clinics, training booklets and videos for adopters.

LRTC is a 100% volunteer organization and the financial support that we receive from wild horse enthusiasts all goes to our educational activities, our support of and participation in the Alliance of Wild Horse Advocates, and our Lucky Horse Rehabilitation Program.
